15 U.S. Colleges That Offer the Most Financial Aid to Foreign Students

As an international student, attending a college in the United States might be costly. In addition to tuition, accommodation, meal plans, books, and supplies, overseas students must pay for travel expenditures such as airline tickets and visa applications.

Many institutions provide generous financial aid packages in order to attract more overseas students.

For example, the average amount granted to overseas students at the 937 undergraduate schools that supplied this data to U.S. News in an annual poll for the 2022-2023 school year was around $22,000. However, the average aid was approximately $73,000 for the 15 institutions that provided the greatest financial aid to international students. These 15 colleges each provided need-based help, with five additionally providing merit-based aid.

Wellesley College awarded the most financial aid per international student on the list, almost $78,000. During the 2022-2023 academic year, the private liberal arts institution in Massachusetts provided financial assistance to 82 international students.

With the exception of Stanford University in California, the schools that provided the most financial aid to overseas students are all on the East Coast. Massachusetts has four, whereas New York has three. The remainder are spread among Connecticut, New Hampshire, North Carolina, Pennsylvania, and Virginia.

Furthermore, all but Skidmore College in New York, which was ranked 39th among National Liberal Arts Colleges, were in the top 20 in their respective ranking categories. 10% of the U.S. News Best Colleges ranking is based on financial resources per student, which include spending on instruction, administration, and research. While financial aid is not a ranking factor, better-resourced institutions tend to have more money for financial aid.

These 15 private schools and universities have tuition and fees ranging from around $57,000 to about $65,000.

Among public universities, the University of Vermont, which charges about $44,000 for out-of-state students, gave the greatest funding, around $34,000, to 117 international students during the 2022-2023 academic year. Although the average amount of help at Arizona State University was substantially smaller – under $10,000 per international student – it did grant non-need-based funding to 2,304 international students, the most of any public or private college.
