The Honorable Robert Anthony Molloy, a member of the District of Columbia, Virginia State, and Virgin Islands Bars, was born on November 14, 1975, in Christiansted, United States of America, Virgin Islands, to Claude “Tappy” Molloy, a former V.I. Senator and President of the Legislature, and Frances Moore Molloy, a nurse and businesswoman. Atty is one of his older siblings. Claude Molloy, Jr., Gary Molloy, Virgin Islands Commissioner of Labor, Rueben Molloy, Virgin Islands Deputy Commissioner of Health, and Dean Moorhead Reginald Hart Molloy, a police officer for the Virgin Islands Housing Authority Police, was his deceased older brother on his mother’s side.

Molloy graduated from Saint Dunstan’s Episcopal School in Christiansted with honors in 1993, where he was a member of the Varsity Basketball Team alongside former San Antonio Spurs professional basketball player Tim Duncan. Molloy attended Hampton University after high school and graduated with a Bachelor of Science in business in 1997. In the following year, 1998, he was initiated into the Alpha Phi Alpha Fraternity, Inc.’s Zeta Omicron Lambda Chapter in Philadelphia, Pennsylvania.

Molloy received his Juris Doctor from American University’s Washington College of Law in 2003, and his Master of Business Administration with a concentration in finance from American University’s Kogod School of Business in 2004. In 2005, he worked as a law clerk for District Court of the Virgin Islands Judge Raymond L. Finch. From 2005 to 2013, he worked as an Assistant Attorney General of Labor in the Virgin Islands Office of Collective Bargaining.

Molloy served as Judge of the Virgin Islands Superior Court from 2013 until 2020, after being appointed by Virgin Islands Governor John de Jongh Jr. He presided over nineteen judgement or judgment cases, including thirteen jury trials. One of the most important cases Molloy oversaw was the territory’s first prosecution of a correctional guard who had sexual relations with an inmate. In this case, he affirmed the criminal statute and ruled that it was not unconstitutionally ambiguous. Former President Donald J. Trump appointed Molloy to the District Court of the Virgin Islands in 2021. The United States Senate confirmed Molloy by a vote of 97-0, elevating Molloy to the 10-year post of United States District Court Judge.

The Right Honorable In May 2021, Robert Anthony Molloy married Atty. Sharnell Samuel. Elise is their only child. Christopher and Chad are his two sons from a previous marriage. Positive Guidance, the V.I. Elite basketball team, is still coached by the judge.
